ARCIL POSITION DESCRIPTION

 

Job Description – Community Work Incentives Coordinator (CWIC)

(CWIC) provides accurate work incentives planning and assistance to SSDI and SSI beneficiaries; collaborates with SSA personnel and provides outreach activities that promote effective use of available work incentives to encourage successful employment outcomes.

Essential Functions

Duties include, but are not limited to:

  • Provide accurate information about SSDI and SSI work incentives, including the Ticket to Work initiative.
  • Develop accurate and personalized benefit analysis plans demonstrating appropriate work incentives and application of work incentives strategies that promote employment opportunities.
  • Provide ongoing, comprehensive work incentives; monitoring and management assistance to SSDI and SSI beneficiaries.
  • Maintain ongoing close contact with Social Security Administration personnel. Also work cooperatively and constructively with external resources, including collaborators, employment networks, state vocational rehab counselors, State One Stop Center personnel, advocacy groups, Area Work Incentive Coordinators, and Work Incentive Liaisons.
  • Provide routine outreach activities to beneficiaries, members, community partners and providers.
  • Conduct group presentations regarding Social Security work incentives, job readiness and other employment related topics.
  • Develop Work Plans that promote employment, utilization of appropriate work incentives and provide linkages to Career Centers/One Stops, Department of Rehabilitation and community employment resources.

Essential Job Requirements

  • BA/BS degree or higher and/or three (3) years of experience in: disability services, an employment agency, educational institution, or an advocacy-related organization.
  • CWIC Certification from VCU and Level 5 Suitability clearance.
  • Knowledge of Social Security Disability Insurance (SSDI).
  • Knowledge of Supplemental Security Income (SSI).
  • Knowledge of Federal, State, and local work incentives programs.
  • Knowledge of public benefits programs, including basic operations and interactions between the programs, specifically in terms of how they are affected by employment.
  • Knowledge of Social Security field office structure and how to work with various Social Security work incentives specialists including, Area Work Incentives Coordinators (AWICs), PASS Cadre, and Work Incentives Liaisons (WILs).
  • Ability to translate technical information for beneficiaries and assess beneficiaries' learning needs, while utilizing a variety of teaching strategies.
  • Familiarity with the Texas Workforce Commission (TWC-VR) and Social Security's Employment Networks (ENs).
  • Strong counseling and evaluation-related skills (ability to listen, evaluate alternatives, and advise beneficiaries on potential course of action).
  • Strong computer skills for preparing beneficiary case files and BS&A Reports electronically.
  • Ability to use Zoom and other distance communication platforms.

Minimum Requirements:

  • Car, valid Driver's License, and insurance.
  • Ability to pass employer background check; in addition to Level 5 Suitability clearance.
  • Basic math skills with an emphasis on problem solving.
  • Deductive ability with analytical thinking and creative problem solving skills.
  • Demonstrated computer proficiency.
  • Demonstrated ability at linking individuals with disabilities to employment opportunities.
  • Ability to interpret Federal, State, and local laws, regulations, and administrative code about public benefits.
  • Excellent communication skills (written and verbal).
  • Knowledge of terminology used to describe certain disabilities and awareness of cultural issues pertaining to populations with disabilities.

Personal Requirements:

  • CWICs must be accustomed to managing multiple tasks effectively.
  • CWICs must demonstrate superior organization of electronic beneficiary case files and prepare efficient and effective Benefit Summary and Analysis Reports.
  • CWICs must have strong interpersonal skills and counseling abilities.
  • CWICs must possess excellent computer skills and technology literacy.
  • CWICs must possess excellent written and verbal communication skills.
  • Bilingual/Multilingual is favorable but not required.
